Hammer is a Melee weapon among the eight types in version 1.0.9. Rhodes (Ice, SSR) locks it. Charged attacks build energy, and some moves spend that energy on a heavy explosion. Hunters who want Hammer keep it for the whole hunt, solo or in a squad of four. More weapon types are planned after this first set.
